I would reconsider some of those skills, definately. The build that I typically run (when I ever fun Fire anymore):
1. Immolate: Decent damage + burning
2. Fireball: High Damage, Cheap, good recharge.
3. Phoenix: Okay damage, worth it when someone gets close because it will strike twice.
4. Meteor: Knockdown, good damage. I hate exhaustion but it's better than using Meteor Shower since mobs and intelligent players will simply move.
5. Rodgort's Invocation: High damage + burning.
6. Fire attunement (to offset energy costs)
7. Glyph of Renewal: 'nuff said.
8. Resurrection Signet: Rebirth wipes all of your energy when you cast it and takes 2x as long to cast. Unless you are in specific situations (such as the end of Prophecies or doing the Deep), use a signet.
Truthfully, I haven't ran fire in a while because most people are prepared for it... and I'm a bit spolied on the ugly things I can do with my air/water and air/earth builds. The other thing is that static AoE nukes such as MS and *cough* fire storm are pretty displays that characters run away from (and normally at you).

Pheonix is rendered pretty poor thanks to its needlessly long recharge. When something gets close, the wiser choice of action is to run, not stand and cast a 3s spell. Meteor also suffers froma horendous recharge.
Without some e-managment outside of Fire Atunement, you'll just be another of those annoying eles who spams their empty energy after every single fight. Listen to Ensign, and Lighting Hell, they know what's going on with eles.
@eloc_jcg, it really is best to avoid DoT AoE spells altogether, Firestorm, Searing Heat/Tenai's Heat, Breath of Fire, Etc. They all cause too much chaos in PvE, and, they make stuff spread out so much that other spells are unlikely to hit as many foes as you'd want them too. If you don't care about how agro is going in PvE--and you should--consider that Firestorm hits twice before all the foes scatter, and your Rodgorts and Fireball are that much less likely to hit more than a few foes. When fire isn't hitting very many foes, it becomes an even weaker line.

Elemental Atunement is a strong skill, when combined with Fire Atunement. However, enchant strips can cripple a dual-atune build, so be carefull.
Fireball
Immolate
Rodgorts Invoction
Meteor Shower
Ele Atune
Fire Atune
Reschant
-Glyph of Sacrifice, or Aura of Restoration, for an extra cover enchant
It works allright, but you loose the flexability of a prodigy ele. If there was another strong skill to replace Immolate, and maybe Meteor Shower with, it would be even better...

I prefer Prodigy as well, because it lets me spam heal party, and takes up much less space on my skillbar.

First of all ....I would suggest going and finding the 2 15 point Attribute Quests....by doing that alone your character can be much more stable (consider 30 points that you could have EASY....both quests in Factions by Luxon Armour I am assuming you are factions...are Simple!)
* Lost Treasure Raitahn Nem in Ran Musu Gardens
* An Unwelcome Guest Zunraa in Seitung Harbor
Secondly...Heal Area...Heal yourself and all adjacent creatures for 30...150 points. First of all it is healing the enemy if I remember right. Second if the Elementalist (that isn't playing a E/Mo for Protection or healing only purposes) is healing then there is something wrong with the team...at least in my experience. There are some great builds out there for a Ele to be a healer or a protection E/Mo but I dont see this from your build. I would suggest Aura of Restoration or some other self heal or single target heal.
Third.. as other have stated no energy management ....It looks to me like you want to be a nuker but just don't have the energy to do so. I would drop conjure flame and put in a Energy Management spell instead there are TONS to choose from. Easiest one to obtain Elite wise in Factions Elemental Attunement * Chung, the Attuned (Bukdek Byway, The Undercity) but if you want to stick with Double Dragon go with Fire Attunement or one of the Glyphs.
Fourth...since it has already been hit on so much I won't mention the no need for 2 rezzes on a Ele.
Some final thoughts...
Most Fire Ele's will tell you the 2 most used spells for a Fire Ele is Rodgorts and Meteor Shower. If you look at most of the supplied builds people have given you one or both spells are in most of the lineups.
There are lots of great ideas in this thread and all the people here are great and willing to help make your ele better.
On the other hand if it works for you and you enjoy it then good for you...giggles although if a Ele on my team had that line up I would find another team I think.
eloc_jcg in answer to your question yes you can combine fire attunement with Elemental Attunement to get LOTS of energy on each cast but as was stated be careful in areas with lots of Mesmers and other Strip Enchanters because it will make your build almost useless with no energy management.

I got Elemental Attunement now. I got it a while ago and never got around to posting it. I am Tyrian, not Canthan and I tried getting to the frst mission with henchies but the Hydras get very annoying.

You can run around solo in hydra-land with Kinetic Armor, Armor of Earth, and Aura of Restoration, plus some damage skills of choice. I would suggest Balthazar's Spirit or Channeling for energy to chip down hydras with.
Peace,
-CxE

The two 15 Point Attribute Quests....
Elementalists need all the extra points that we can get if we want energy and to do damage. More points in Energy Storage means more Energy and More points in Fire means more damage. So definately need to do the 2 15 Point Quests if you want max output.
Sariss Yassith in Skyward Reach
Vanyi in Droknar's Forge
As for black on a Fire Staff......since you are a Prophecies Character I assume you have the Fire Staff that looks like a Branch of a Tree if so there will be no change and a waste of 8 to 10 Plat.
**Still cringing from seeing fire storm in a build....especially if it is a PVP build PVE is bad enough but people in PVP started running from Fire Storm even before the PVE monstors were made to flee from AOE.**

This is my current nuking build for PvE. Not super fast, but very potent.
Dual attunements make this build super energy efficient. If you don't trust the monk you are with then bring [skill=card]Aura of Restoration[/skill] instead of the glyph.
I also switched out EA for [skill=card]Glyph of Renewal[/skill] so I can nuke like an Echo Nuker with MS. Either can overpower mobs in any PvE enviornment.

Cap Searing Flames. DoT AoEs with no snares causes too much chaos and the damage it deals is still less than what can be done with single attack AoE spamming of Searing Flames and the like. Also if you are running 3 attributes in healing prayers, don't bother to bring HB. Health regen of 4 at the cost of 10 energy is a complete waste. You will get a much higher amount of healing from just using Aura of Restoration.

Well I want to find the new AoE Elite Skill and with the new A.I. the AoE works quite nicely now. I also changed in Auru of Restoration becuase it is like an instant 40hp heal if u keep using restoration over and over.
